Summary of Responses submitted by Bea Grause:
1. The value of APCDs currently is minimal, increasing measurably when all payers, including Medicare and Medicaid, are included.
2. Access to the information is key. So far, it seems that even those with access have seen little transformative information. Access also can mean many things: ranging from unlimited access – data whenever needed for questions large or small or very limited access in terms of time and data queries/reports.
3. If at all possible, the APCD should not be the states’ sole source of information on hospitals or health care.
4. Details matter – it makes sense for Associations to understand who’s pulling the APCD levers in order to avoid states from “going after” hospitals now or in the future.
